This project in Anne Arundel County followed the economic success story of the Tanyard Springs Project which is only minutes away. It, too, has become a very successful project. Gaines initially completed two major contracts; the Loop Road and Phase 1 which delivers 276 lots for the developer. To say that this project was fast track was an understatement. Clearing, grading and utility crews are all working simultaneously even as value engineering and other plan changes were being made.
This project included a major widening of Marley Neck Blvd. with many accompanying bioswales. It required multiple bore-and-jacks and directional drillings of wetlands and roadways. Gaines was also forced to install a difficult, 70’ hand dug tunnel under a force main and vault to complete the sewer outfall.
Combined, the two initial phases encompass 53 acres of clearing, 199,000 CY of excavation, 15,000 LF of bio swales, 29,500 LF of curb and gutter and 49,000 SY of paving. The sewer system totals 26,000 LF of mains and connections, with 1,200 feet deeper than 20’. It also includes 57 manholes.
The water system includes 15,000 LF of mains and 276 meter settings. The storm drain includes 7600 LF and 165 structures including some unusual 48” and 76” elliptical pipe.
There is only one contractor who could have done do a job like this, maintaining a complicated schedule and deliver lots on time and that’s Gaines & Company. So, it was not a total surprise that Gaines was awarded phase 2, which is an apartment site. That job also required a sense of urgency as the rental market was very strong.
Section 2 grading consisted of 15,000 CY of top soil, 27,500 CY of site cut to fill and 32,000 CY of import.
The sewer added another 1725 LF of 6” and 8” PVC along with seven manholes. The water included 2,480 LF of 8” and 6” C900, 23 valves, 6 fire hydrants and a 6” meter setting and vault. The storm drain system added 1,875 LF of 15”-30” RCCP. There are also 11 manholes and 16 inlets.
Substantial storm water management work was part of the contract which involved five bioswales, ten micro bio retention ponds and a gravel wetland. The road system for the apartments includes 3,300 SF of porous asphalt paving, 15,400 SY of standard base and asphalt, 7,140 LF of curb and gutter as well as 1,800 SF of sidewalk.
In the late fall of 2014, Atapco made yet another award to Gaines and Co. on the same bulk parcel of land, called Section 3. As usual, the customer was interested in paving a portion of the job before year end. This necessitated a major mobilization by Gaines combined with precise coordination of supplies, stake out, equipment and personnel to accomplish the customer’s desires.
First to be accomplished was the clearing of 23 acres by RLO Contractors. Sediment controls include 3,360 CF of earth dykes and 3,500 LF of fencing. Five sediment traps were installed as well.
The first excavation phase of this section consisted of 36,600 CY of top soil stripped and stockpiled. There was other 41,900 CY of site cut to fill and 30,700 CY of borrow excavation accomplished. This would leave another 32,600 CY of topsoil to be stripped and stockpiled, 46,200 CY of site cut to fill and 13,400 CY of borrow excavation to be completed in the second phase.
The sanitary sewer for phase one consisted of 11,850 LF of 4”-10” PVC. Another 7,900 LF has yet to be installed in phase two. Included in phase one was 25 manholes and 221 cleanouts. This leaves 12 more manholes and 165 cleanouts for phase two.
Phase one storm drain included 475 LF of 38”x 60” RCCP and other smaller elliptical pipe. It also included 4,400 LF of RCP sizes 15”- 42”, and 28 manholes sized 48” up to 96” in diameter. There were also two headwalls and 74 inlets in the first phase. This leaves 3,700 LF of 15”-30” RCP in phase two. There will be 17 more manholes and 54 more inlets to be installed.
The water system installed for phase one consisted of 5,580 LF of 6”-12” C-900 pipe. There were 50 gate valves sized 6”-12” and 11 fire hydrants put in the ground. Also buried were 73 1.5” twin water meter settings and 36 1.5” single settings. The final section will requires 2,800 LF of 6-12” C-900 pipe to be laid, 37 6”-12” valves and 10 fire hydrants to be installed. There will be 88 more twin 1.5” water meter settings and 29 more single 1.5” water meter settings.
Between the two phases we will install 9,050 LF of bioswales, 4 micro bio retention ponds and 2 gravel wetlands. Also 22,000 CF of silt fence will have to be installed. There will be 19,000 LF of curb and gutter. They paving will consist of 29,000 SY of base and asphalt topping.
This project, with its tight budgets, difficult site conditions and demanding schedule could only be built one contractor, Gaines and Company!
