Description

            This project is a public private joint venture to be owned by the Howard County Housing Commission.  Gaines is a subcontractor for the utilities to RLO Contracting.  Hamel is the project general contractor.   

            This project is quite challenging as it is being constructed in the center of Howard County’s rocky area.  Demolition of the existing apartments must precede most work. 

            An offsite water line runs up Ellicott Mills Drive, a main artery.  Many utility lines must also be demolished on the site.  The job features a new sewer system which requires live sewer bypasses.  In addition to typical storm drain and water mains, there is a storm water management structure featuring 760 LF of 72” CMP., permeable paving underdrain of 5100 LF (2580’ of 6” & 2580’ of 2”).
