Turnkey Site Development – Middleton, Delaware

Gaines and Company will once again be working with K.Hovnanian Homes – this time in Middleton, Delaware, at the Chapel Creek residential development. After completing the anticipated eight phases of the project, the development will consist of 216 single-family homes and 190 townhouses. It will also feature a clubhouse for shared residential use.

Gaines broke ground on Chapel Creek in November 2025 with land clearing. Throughout the remaining phases, Gaines will deliver a variety of services, including, sediment control, earthwork, grading, underground utilities (sanitary sewer and water), storm drain, multi-plate roadway culvert, curb and paving. This vast project requires a contractor with years of skill and knowledge — like Gaines! The sewer portion alone involves installing 15,941 LF of eight-inch PVC gravity sewer main, 1,857 LF of eight-inch DIP gravity sewer main, and 102 gravity manholes.

Because of the magnitude of this project on the customer’s aggressive two-year schedule, we are calling upon a few of our trusted contractors for assistance — SMI Companies (sediment control and stabilization), Ruhlman Brothers (curb), and MT Laney (paving).

As with most projects in the region, we expect challenges due to groundwater issues (potentially perched water due to clayey soil). We also anticipate phasing concerns from disturbed areas and stabilization challenges during cold-weather months. However, our expert teams have arrived in numbers to meet the customer’s aggressive timeline while incorporating our experience and expertise to mitigate challenges and obstacles that arise.

We anticipate wrapping up the Chapel Creek project in the Summer of 2027.
